How is ATP (and WTA) schedule made?

In Formula One, you need to pay sanctioning fee to get a GP. The sanction fee depends on the race's location, Asian races have larger fees than European ones. But, what's the case in tennis? At least Shanghai Masters have the largest total financial commitment even though they don't have the largest prize money. And Beijing 500 seems to have larger total financial commitment than many TMSs with larger prize money.
