I have yet to find the definition of slow and fast. The lousy players will whine about anything though as an excuse.If you want to see slow , just look at the past matches on youtube like 2004 wimbledon final or any match before that, it looked like glacial speed.

The ITF have one based on friction and bounce measurements.

Indian Wells is medium/slow. A few years back it was outright slow.

Keep in mind that Indian Wells is played in desert heat, and hot temperatures. And it's still slow. Imagine if it was in a balanced European climate.

IW is indeed slower than most of the other courts.
You seem to imply that he said that IW is slower this year than it was a year ago. He never said anything of the sorts. Read his statement again.
