I would like to make an argument for the likes of Ferrer and Monaco here. There tactic is brainless putting the ball back in play until the opponent makes an error. As you can see not much thought goes into this process. Once they are found out by a big hitter who can hit through their wall, the one-dimensional tennis is exposed and they end up looking like headless chickens. They don't mix things up or use variety, they just keep grinding because that's all they have the ability to do.

Case in Point - Federer squashing Ferrer at the world tour finals last year

Totally agree with Tyson

I don't see likes of Paire and Dolgo as players with stupid tactics. They have variety so they use it.

But Ferrer and Monaco.. They just wait for their opponents to come up with an error. Now that's called one-dimensional tennis

Look, the thread title says "most tactically STUPID player", not "most one-dimensional", einstein. First off, Dolgo's variety is useless if he can't employ it wisely. Even you should realize that. Secondly, against most players in this slow-court era, defensive tennis is effective. Therefore, according to your own description of Ferrer and Monaco's games, they are by definition intelligent players. Great job failing on all accounts mate

If a player's only tactic and only skill is to push the ball back into play all the time, it means that he's got only one tactic.

It's like talking to a 5-year old. Alright, I'll try again.

If a strategy is stupid or not has to be determined by results and not your subjective opinion. If you win match after match employing the same tactics, then chances are that your strategy is NOT stupid since the opponents can't beat you even though they're aware of what your gameplan is.

Too complicated for you? Try this then. This is a list of players who are as one-dimensional as Ferrer and Monaco (but employ another playing style): Soderling, Nadal, Del Potro, Karlovic, Simon etc etc.
These players have found their strength in tennis and are using it as much as they can. That is called being tennis intelligent. Players like Dolgo who has better variety than Ferrer but is unable to deliver results - that is a tactically dumb tennis player. The same goes for Monfils who has great athletic talent but horrible shot selection.
