Who is the best player to never reach #1 in the world?

I have seen discussion on best to never win a slam but not much on best to never be #1. I remember anbnouncers used to discuss the possibility of Nadal never reaching #1 because of how long he was ranked #2.

Djokovic has an argument because he has reached all 4 slam semifinals. Bruguera is the only multiple slam winner on this list. This list has a lot of one slam wonders. Meaning that they were never consistent enough to be #1 in the world. They were never the absolute top player.

Guillermo Vilas by a landslide, with his 4 grand slam titles and 62 titles in total.
In 1977 he won 2 slams and 16 titles in total. By all accounts had the modern day ranking system been in place in the 70s, he would have reached world no. 1

Fair enough.

From the poll options, in terms of results/body of work, probably Djokovic. After winning Indian Wells in 2008, in his 52 week ranking table his last 4 grand slam results were SF,SF,F,W and he was the defending champion of 3 masters series events plus Estoril and Vienna. Many players have held the world no. 1 ranking with weaker results than that, and Djokovic couldn't even get to world no. 2 with those results (of course he had to wait until this year to reach world no. 2).

In terms of talent, Michael Stich. He could have been one of the greats if he had more drive and determination. Despite winning a slam he is still a much bigger underachiever than Rios and Nalbandian in my opinion.
