How one would actually enter an ATP qualifying draw

I've been wondering this for a while and I really would like an answer, if you look at some ATP qualifying draws during the year you can see that some have their last direct acceptances as byes which means not enough people entered the draw to fill the draw in particular 2010 Brisbane International is a good example of this.

Now what I would like to know is could someone who has no ATP singles or doubles ranking just show up and sign up for this? do you need an IPIN like they require on the ITF circuit or is it just a case of if your there and you sign up you get in?

No, you can't do that regardless of if you have an IPIN or not.
