Why are men seeds based on todays ranking and women aren't ? Why the difference ?

That's a very good question. I got a surprise to see Ljubicic as the 11th seed. I can't remember this being done before.

I'm surprised about Ljubicic being a top 15 seed as opposed to a seed outside the top 20 (not being 11 seed instead of 13). If they used the older rankings (as per usual), he would've been seed 24 or so.

Well I just posted my comments judging from the comments that I've seen before, so if I'm wrong about it all, do correct me folks!
Well - Ljubicic adding a good 1000 points to his ranking because of his very unexpected IW victory does tell me that this isn't so 'surprising' at all in the end. After all, the rankings are pretty close beyond the #7-spot or so.

Quoting myself, that's class... I checked and they did use the rankings after Indian Wells for Miami seedings in the past. I think this is the only tournament that does this (please correct me if I'm wrong). It must be because Miami main draw action doesn't start until later in the week than most events.

I was surprised with that as well, so I looked into rulebook of both ATP and WTA, here's what I got:

Seeds are players who are given preferential positions in the draw based on the ATP Ranking. The selection and arrangement of seeds shall be based upon the most recent ATP Ranking list (the protected ranking is not considered).

ii. Seeding will be based on the WTA Tour Rankings the week prior to the start of the Tournament in question.
That could explain this odd situation.

court 1 and court 2 are too small to fit in a camera crew

I'd guess because most tournaments do their draws before monday when the new rankings are done. Miami draws were done evening on monday for us Europeans, maybe the time difference did its part aswell. Strange however that WTA doesn't do this, but well those are the ones allowing coaching during games too..
