The Australian Open finalist, who was seeded 14th, will undergo surgery on a broken meniscus on Tuesday morning.
"(Tsonga's coach) Eric Winogradsky called me an hour ago to tell me that not only Jo was pulling out of the French Open but also that he would not avoid surgery," Dominguez told French radio RMC.
Tsonga, who picked up the injury in March, took a month off to recover, but had to retire from the Casablanca Open on Friday after the injury reappeared. (Reporting by Julien Pretot, editing by Miles Evans)
