How does tiebreaking work in Dusseldorf?

So... if Italy wins doubles and Germany wins doubles, Italy would lead in points, matches, and sets, but the head to head of the two 2-1 teams would favor Russia over Italy...

who makes the finals?

novak djokovic - my all time favorite!
12 GS and counting, and as always, leaving bad tastes in tracy austin's mouth

italian guys - forza azzurri, especially seppi and bolelli

new generation: impress me! looking for a new 2nd favorite

all time favorites: lleyton hewitt, juan carlos ferrero, michael chang and patrick rafter

NEVER say "i don't care who wins, i just want good tennis" you BETTER pick a side
