This year Federer has won all the traditionally weaker Masters Series events like Hamburg and Cincinnati, so he can win Paris too.

Why is Bercy weak this year?

Well, I don't know if you've seen the Paris entry list, but it's definitely NOT a weak field this year - and even more, all players in good form/good on HC are on Fed's side of the draw, so I surely wouldn't consider a Fed victory as a given!

I've absolutely no idea.
