Wildcards can be seeded if they are ranked high enough. In a 32 player draw there are 8 seeds. Marat wasn't ranked high enough to be one of them apparently. The eight seeds are placed in the draw and then everyone else is drawn and placed from the top down.

I don't understand your question. Even the #1 player in the world can get a wildcard if he enters the draw late yet is placed in the draw as the #1 seed.
Safin is ranked in the 30s, everything was fair.
