Cos I believed he withdrew from Croatia Open a day before the start of the tournament which passed the deadline tennis players have to inform the organisers. The player has to give valid reasons for withdrawing from the tournaments, if in the case due to medical reasons, they have to travel to the tournament for an on-site medical examination by the organisers' doctors to verify that they have a valid reason to withdraw from the tournament otherwise the player will be penalised and fined by ATP. In Federer's case, he's able to post an announcement on his official website for his withdrawal from the Montreal tournament as he has not surpassed the deadline. Hope this clarifies your confusion..
Excerpts From the ATP Rules Book:-
"If the withdrawal occurs after 12 noon, Eastern Time, USA, on Friday before the Tournament Week or, in the case of doubles, after the sign-in deadline, then the withdrawal shall be considered a Late Withdrawal and shall also result in a Late Withdrawal Fine, unless the injury on-site examination provisions apply. In addition, in the case of a 96-draw Tournament, if the withdrawal occurs after the sign-in deadline for the Qualifying or after the time the Main Draw is made, whichever comes first, the player shall receive a Late Withdrawal Fine, unless the injury on-site examination provisions apply.
