As an ATP player he isn't a waste of space...
But as a Davis Cup Player...
His last performance against Israel was shockingly poor, he just collapsed and didn't seem to show the attitude of a man desperate to win at any cost for his country.
He was also badly injured. It kept him out for 2 months on and off afterwards, and was playing his "bogeyman" Noam Okun, who is to Boggo what Tursunov is to Henman. Just matches up against his game really well and therefore is difficult for him to beat.
You're welcome to your opinion but I think you've formed it pretty quickly after a couple of ties, one of which he was badly injured in.
Having said that, he shouldn't be in the team for now, because he needs confidence as you say, he defo is mentally weak. If he can kick on to top 100 he might start to believe in himself more.
