Incorrect. All direct acceptance players must play 8/8 required masters series events (or the number they are ranked high enough to get into). Only players who have qualified for a commitment reduction may withdraw before the deadline from one required event without penalty (except the zero-pointer). Nadal has not earned a commitment reduction.

Sorry, I forgot I posted here. What exactly is "commitment reduction" and who can qualify for it?
